SR 11-7 / OCC 2011-12 makes the business owner accountable for a model's development, documentation, intended use and performance monitoring, with the model inventory as the record. NIST AI RMF's Manage function and ISO/IEC 42001 apply the same accountability to AI systems.
Sector law reinforces it: the EU AI Act places deployer obligations (Article 26) on organisations using high-risk systems; insurers must evidence model governance under the NAIC model bulletin; healthcare providers are responsible for how decision-support tools are used under HHS rules; US federal agencies assign ownership for each AI use case in their public inventories.
